MONIQUE NORFOLK

Monique A. Norfolk, MPH is the Founder and CEO of Mosaic Beginnings, LLC, a minority and woman-owned consulting firm, committed to removing barriers and increasing the capacity of nonprofit, faith-based, and civic organizations so that they are better able to meet the needs of their community.  Mrs. brings nearly 15 years of experience working in the social services and public health fields, both nationally and locally. Mrs. Norfolk holds a Master of Public Health from Saint Louis University School of Public Health and a Bachelor of Science in Psychology with a Minor in Spanish & Honors in English from Xavier University of Louisiana. Mrs. Norfolk is a certified grant writer and reviews for three federal entities: HRSA, SAMHSA, and CNCS.  In addition to these educational accomplishments, Mrs. Norfolk is a published author and national public health professional, and has received a certificate of completion for participation in the U.S. Small Business Administration supported Grace Hill Women’s Business Center program, Workshops In Business Opportunities (WIBO). 

Mrs. Norfolk has worked across systems building partnerships and managing programs with the sole purpose of serving those who otherwise may not have access to much needed services enhancing organizations’ return on investment and capacity to serve their constituents. Mrs. Norfolk’s areas of expertise include: specializing in program development, project management, program evaluation, strategic planning, partnership development, curriculum development, contract development, community engagement, and organizational change management.

Mrs. Norfolk also serves as the Founder and Leader of the Shalom Businesses On the Move (SBOM), a group of nearly 70 Black Owned Businesses that have come together under the umbrella of Shalom Church (City of Peace) to combat the issue of economic disparity within the African American Community. Mrs. Norfolk currently serves as an Educational Advisory Committee member for the Magic House, member of the FLOURISH St. Louis Think Tank and Health Communication & Navigation Action Team, Chair of the Long-Range Planning Committee for the Saint Louis Metropolitan Chapter of Delta Sigma Theta Sorority, Incorporated and holds membership in Alpha Sigma Nu Honor Society.  She has previously served in the following capacities: American Academy of Pediatrics Policy Roundtable member, National Action Partnership to Promote Safe Sleep (NAPPSS) Coalition member, Siteman Cancer Center Patient Advisory Council (PFAC) member, National Youth Development Board Consultant (SAMHSA), Girls Holla Back II steering committee member, and Striving To Reduce Youth Violence Everywhere (STRYVE—a St. Louis City based initiative) evaluation committee member.
